En el momento del cambio de soberanía en las islas de Cuba y Puerto Rico, como consecuencia de la Guerra, se elaboraron discursos neocoloniales en Estados Unidos a los que acompañaron con frecuencia fotografías que racializaban a la población y mostraban el atraso de las nuevas posesiones. Era una manera de justificar la intervención norteamericana en la gobernabilidad de las islas para procurar su prosperidad y la implementación de medidas de modernización, especialmente en la educación, la sanidad y las obras públicas.
