The institutional framework for public policy evaluation in Spain

Abstract

[ES] El objetivo de este trabajo es presentar las razones por las que es necesario evaluar las políticas públicas, tanto ex-ante como ex-post, y las principales directrices que han de guiar tal evaluación. En este sentido hemos repasado la experiencia española en este ámbito. Así comenzamos considerando algunos principios generales que debe respetar cualquier sistema riguroso de evaluación de políticas públicas, con especial atención a la independencia del órgano evaluador. Posteriormente, revisamos los fracasados intentos pasados de instaurar una cultura de evaluación en España. Analizamos en detalle y valoramos el anteproyecto que culminó en la ley de Institucionalización de la Evaluación de las Políticas Públicas (Ley 27/2022, de 20 de diciembre). Concluimos con algunas propuestas para mejorar la evaluación de políticas públicas en España.

[EN] The objective of this paper is to point out the reasons why it is necessary to evaluate public policies, both ex-ante and ex-post, and the main guidelines that must guide such an evaluation. In this sense, we have reviewed the Spanish experience in this area. Therefore, we begin by considering some general principles that should guide the design of any rigorous system of public policy evaluation, with special attention to the independence of the evaluation agency. Subsequently, we review the failed previous attempts to establish a culture of evaluation in Spain. We analyze in detail and assess the draft bill that culminated recently in the Law for the Institutionalization of the Evaluation of Public Policies (Law 27/2022, of December 20). We conclude with some proposals to improve the evaluation of public policies in Spain.
