Promoviendo un contrato social intergeneracional equitativo

Abstract

En las dos últimas décadas la UE ha promovido políticas de solidaridad intergeneracional con la intención de conciliar los cambios sociales a través del envejecimiento activo, la garantía infantil, la inclusión social y el desarrollo del Pilar Europeo de Derechos Sociales que, en sí mismo, constituye un programa de contrato intergeneracional. Políticas a las que España se ha sumado, tanto por seguir la senda de las recomendaciones europeas como por los cambios que se han producido en su estructura sociodemográfica. No obstante, queda mucho por hacer.

La solidaridad intergeneracional se construye en una estructura social histórica concreta, en la que se entreveran las visiones y prácticas de los diferentes actores sociales e institucionales. Con mayor o menor presencia del Estado, de los hogares o del tercer sector, sin menoscabo del papel que juega el sistema de mercado, las sociedades europeas, entre ellas la española, tienen una común experiencia de apoyo y solidaridad.
