Los inicios del siglo XIX significaron un cambio fundamental del peso internacional de los distintos países europeos. España que había perdido posiciones en dicho contexto, vio agravada su situación durante el desarrollo del Congreso de Viena, momento en que no se reconoció su aportación a la derrota de las fuerzas napoleónicas, ni se le ayudó en sus planes de recuperación de los territorios americanos.
