Abstract

[ES] Los ecosistemas marinos soportan una parte importante de la vida humana, especialmente en la actualidad, puesto que el pescado es un componente esencial para mantener una dieta equilibrada y un estilo de vida saludable. Esto ha supuesto un aumento en la explotación de los recursos marinos, incluyendo prácticas de pesca no apropiadas. Los stocks de especies de peces son renovables, pero no son infinitos y algunas de estas poblaciones se encuentran en riesgo de sobrepesca. Puesto que la pesca es una actividad que explota recursos naturales comunes importantes, necesita ser regulada para salvaguardar el acceso justo, la sostenibilidad y la rentabilidad para todos. Con este objetivo, las capturas totales admisibles se reparten entre los países de la Unión Europea en forma de cuotas nacionales. Para el reparto de dichas cuotas se aplica un porcentaje de asignación para cada stock de especies pesqueras, diferente en función del país de la Unión Europea. Este porcentaje fijo se conoce como la clave de estabilidad relativa. Además, los países pueden intercambiar cuotas con otros estados miembros. Asimismo, cada uno de ellos se encarga y se responsabiliza de asegurar que las cuotas no se superen, por lo que se deben utilizar objetivos y criterios transparentes al distribuir la cuota nacional entre los pescadores. Así, es de interés común a todos los integrantes de la Unión Europea que se adopten medidas, a través de la Política Pesquera Común, para garantizar que la actividad pesquera sea sostenible desde el punto de vista medioambiental, económico y social y que constituya una fuente de alimentación saludable para todos.

[EN] Marine ecosystems are recognised to support an important part of the human life, even more currently due to the well-recognised fact that fishing consumption is an essential component for a balanced diet and a healthy lifestyle. This fact brought an increase in the marine resources exploitation, at which may be associated unappropriated fishing practices. Stocks of fish species may be renewable, but they are not infinite and some of these fishing stocks are already being in risk of overfished. Since fishing is an activity that exploits common important natural resources, it needs to be regulated to safeguard fair access, sustainability and profitability for all. With this goal, the total allowable catches are shared between European Union countries in the form of national quotas. For each stock a different allocation percentage per European Union country is applied for the sharing out of the quotas. This fixed percentage is known as the relative stability key. In adition, the countries can exchange quotas with other member of the European Union. Also, they are responsible for ensuring that the quotas are not overfished and they have to use transparent and objective criteria when they distribute the national quota among the fishermen. Thus, it is of common interest to all members of the European Union to take measures, through the Common Fisheries Policy, to ensure that fishing activity is environmentally, economically and socially sustainable and that they provide a source of healthy food for all.
