El régimen franquista tuvo aún una gran capacidad de maniobra para controlar la información pública pese al importante papel que le cabía a la Organización Mundial de la Salud. Los municipios aún no tenían plenamente asumida la importancia de la cloración para el abastecimiento del agua, circunstancia a las que no era ajena la responsabilidad que tenían en ello las autoridades provinciales y del Estado
