La diplomacia alemana ante el conflicto hispano-norteamericano de 1897-1898: primera tomas de posición

Abstract

[ES] Sobre la base de una amplia documentación archivística, en este trabajo, se expone el proceso en la toma de decisiones por parte de la diplomacia alemana, para adoptar una determinada postura ante el emergente conflicto diplomático y, más tarde bélico, entre España y los Estados Unidos, en los años de 1897-1898, a causa de la cuestión cubana. En un primer momento, Guillermo 11, llevado de su carácter impulsivo, toma la iniciativa de promover una acción conjunta europea a favor de la causa española. Pero sus más directos colaboradores proponen una actitud mucho más matizada, de modo que Alemania no asuma el protagonismo de la operación que, a su entender, debería corresponder a otras potencias, más directamente interesadas, con especial referencia a Austria, a la que se asigna el papel de movilizar a las restantes cancillerías europeas.

[EN] Upon the basis o£ large archivistical documents, in this article the author explains the proceedings in taking resolutions by the German diplomacy to embrace a definite attitude towards the diplomatic, and later warlike, struggle between Spain and the United States, in the years o£ 1897.1898, on account of the Cuban quarrel. In the beginning, Willhelm 11, urged by his prompting character. takes the charge of impelling a common European action in favour of the Spanish rights. But his closest collaborators proposed a much milder attitude, so that Germany must not assume the initiative in this matter. The The initiative must be taken by others more interested in powers. They believed thtat it concerned to Austria to incite another euorpean chanceries to the the initiative on this common European action.
