[EN] Public policies in Europe encourage the use of forage legumes (including lucerne) with a view to limiting the continent’s protein deficit and protecting the environment. In this work, we retrace how public policy has changed over time to clarify the policy choices that were made. We can thus better predict the CAP proposals that may come under debate in the post-2020 period. Following various reforms to the CAP , aid programs have been implemented as part of the first (e.g., coupled support) and second policy pillars. However, it is crucial that livestock farmers and advisors consider how legume use affects farm revenues over multiple years rather than taking an approach that focuses strictly on food costs or the gross margins associated solely with lucerne cultivation.
[FR] Parcourir l’évolution des politiques européennes, passées et actuelles, pour comprendre la logique des choix politiques effectués, permet d’envisager des propositions qui pourraient alimenter les débats à venir sur la PAC post 2020. Suite aux réformes successives de la PAC, différents soutiens existent encore dans le premier (aides couplées) et le deuxième pilier pour les légumineuses et la luzerne en particulier. Mais il est indispensable que les utilisateurs et les prescripteurs de l’élevage raisonnent sur l’impact de l’introduction des légumineuses sur le revenu pluriannuel de l’exploitation plutôt que d’adopter une approche comptable du coût de l’aliment ou de la marge brute sur la seule culture de luzerne
