La importancia económica del sector alimentario, el déficit de la balanza tecnológica y las bajas inversiones en I+D de las empresas fueron las principales causas que justificaron la puesta en marcha del Programa de Investigación y Desarrollo en Tecnología de Alimentos. Enmarcado en el Plan Nacional de I+D, se planteó como un conjunto de acciones orientadas a la coordinación de esfuerzos en todo el ámbito nacional para potenciar la investigación en el sector y la creación de mecanismos para transferir la tecnología al sector industrial.
