No resulta fácil la redacción del Estudio Preliminar a la Historia de los virreyes mexicanos del reinado de Carlos IV. Hay indudable­mente menos rasgos distintivos y constructivos que los hallados en los virreyes de Carlos III. El nivel de este elenco de gobernantes es in­ferior en su promedio y en su conjunto. Las directrices políticas, es­casas, apenas pueden señalarse. Y no es que no presenten caracterís­ticas de actuación, como luego veremos. Pero carecen de relieve
