In this paper we focus on two relevant medical institutions created by Spain in Morocco in the last quarter of the 19th century: the Tangiers School of Medicine and its attached dispensary. For this purpose, an introduction to the life, work and ideas of the army medical officer Felipe Ovilo Canales, the School director, is sketched. Through him, we analyse the higienist, regenerationist and africanist roots of both institutions, roots ignored by previous works which framed them in the activities of the Franciscan Mission in Tangiers and its director, father José Lerchundi.
