Tangerian Ghosts and Riffian Realities: The Limits of Colonial Public Health in Spanish Morocco (1906-1921)

Abstract

En este trabajo se explora el proceso de organización de la administración sanitaria del Protectorado español en Marruecos en los años anteriores a la Guerra del Rif (1921-1926) Dicha organización tuvo lugar, por una parte, sobre la base de estructuras sanitarias previamente existentes en Marruecos, concretamente en la ciudad de Tánger, cuya influencia persistió aunque fuera ya de forma muy distorsionada durante este periodo. Por otra parte, en un contexto de competición internacional en el que la sanidad del vecino Protectorado francés interfería sistemáticamente en las iniciativas españoles, que también se vieron lastradas por la resistencia de las cábilas del Rif a quedar en el radio de acción de la administración “protectora”.

An analysis is hereby provided of the organisation of a public health system in the Spanish Protectorate of Morocco prior to the Rif War (1921-1926) Such process took place, on the one hand, on the basis of previously existing institutions located in the city of Tangiers, whose influence persisted, even in a distorted way, throughout this period. On the other hand, it took place in a context of international competition in which measures taken in the French Protectorate of Morocco systematically interfered with Spanish initiatives, which were also limited by the resistance of Riffian kabyles to being submitted to the “protective” administration.
