Los navíos de la permisión canaria a Indias (1720-1779): (I) Ensayo de cuantificación del tráfico registrado

Abstract

El establecimiento en Canarias durante el reinado de los Reyes Católicos de un sistema fiscal privilegiado, basado en la ausencia casi total de impuestos indirectos sobre el consumo, determinó que el aparato impositivo de la Real Hacienda descansara en los gravámenes establecidos sobre los tráficos hacia el exterior. La renta de Aduanas, basada inicialmente en la exacción del almojarifazgo (una contribución situada en torno al 6 % ad valorem), se convierte de este modoen la más importante fórmula de ingreso para el erario en Canarias aunque posteriormente se complementa con el monopolio de la orchilla, las tercias reales, el estanco del tabaco desde 1636 y los donativos ofrecidos a la Corona como contraprestación por la continuidad del privilegio fiscal. Queremos proceder a un estudio sistematizado de la renta de Aduanas desde los inicios del siglo XVIII hasta donde nos permite llegar la documentación. Para ello procedemos en primerlugar al análisis de su organización administrativa, los distintos modelos de gestión (arrendamiento inicial y administración directa desde 1740), el sistema contable empleado y la evolución del número de sus empleados, disposición y funciones. En segundo término, pretendemos valorar la evolución de sus ingresos y gastos a lo largo de estos años con el fin de determinar las diversas etapas y coyunturas históricas desarrolladas en el tiempo.
