[EN] In 2014 there was an increase in irregular immigration attempting to enter Spanish territory via the perimeter borders of Ceuta and Melilla. Despite the rise, the volume of this flow remains smaller than what was observed in Spain in the middle of the last decade and is also much smaller than other current migration routes to Europe. However, the tone of the social and political debate that it generates is very similar to that of almost a decade ago. This debate has revealed a conflict between the principle of contention, as a political objective of the Spanish government, and the principle of protection, defended by a growing number of social and civil organizations
