Abstract

[EN] Before the process opened by the Cacliz Constitution in 1812, the metropolis was faced with a delicate issue: what policy to follow with respect to overseas territories. The dilemma was simplified with the loss of much of the Empire in 1824, but the polícy to be implemented in the Caribbean territories and in the Philippines continued to be the subject of debate. This policy was defined gradually, taking its final shape in the Constítution of 1837, but the process by which this was achieved was marked by indecision, uncertainly, and the strong influence of the local conditions in the overseas territories and of their military authorities. ,
