[EN] This paper explores the process of increasing participation in university education in Spain experienced in recent decades, which has allowed it to move from an elitist system to one universalized. It also analyzes competition among Spanish universities for student recruitment, under the so-called higher education market (global). The paper shows how the Spanish University System (SUE), has been effective in achieving the universalization of university education. However, it also shows it encourages the majority of students study in their region of origin (low mobility) and Spain does not represent yet a major center of attraction for international students, which restricts the way competition between universities but not others- as a way to improve quality and achieve excellence.
