El futuro del Modelo Social Europeo

Abstract

El Modelo Social Europeo (MSE) se fundamenta en los Estados del Bienestar (EBs), los cuales han facilitado altos grados de prosperidad económica y cohesión social desde la Segunda Guerra Mundial. En retrospectiva, cabe establecer que a los treinte gloreuses , o período de la Edad de Oro del bienestar europeo (1945-1975), le sucedió una Edad de Plata (1976-2007) que mantuvo una encomiable capacidad de resiliencia ante los persistentes ajustes para contener los gastos sociales y en evitación de retrocesos de las políticas del bienestar. Tras el crack económico de 2007-08, la cuestión a ponderar es si la presente Edad de Bronce del welfare (2008- ¿?) podrá mantener los rasgos constitutivos del bienestar social consolidados en la segunda mitad del siglo XX. En el contexto global, la lógica del MSE contrasta con la de otros sistemas de desarrollo económico y protección social alternativos: el “neoesclavismo” emergente asiático, el cual propone el dumping social como valor añadido de crecimiento económico, y la remercantilización individualista anglo-norteamericana, que auspicia la compra del bienestar por los propios ciudadanos. Las implicaciones de la Gran Recesión iniciada en 2007-08 continúan siendo importantes para la supervivencia del MSE. De la sintonia y acuerdo de las grandes corrientes ideológicas europeas (cristianodemócratas y socialdemócratas, principalmente) dependerá en buena medida el futuro del MSE.
