Abstract

[ES] La ciudadanía se relaciona con un conjunto de prácticas y usos que otorga el estatus de componentes activos a los individuos en su comunidad de referencia. Su estudio y conceptualización se han concentrado en la dimensión funcional de la vida social. Pero los ciudadanos también son miembros de comunidades políticas espaciales, lo que se refleja en el resurgir de las identidades territoriales, y la incidencia del ámbito mesocomunitario en la vida política contemporánea. La interacción entre lo local y lo global, manifestada en el caso de la Unión Europea en los procesos de europeización y subsidiarización, ocupa el interés principal de este artículo. Los efectos de los denominados ‘nuevos riesgos sociales’ se hace sentir en aquéllos ámbitos más próximos al ciudadano, lo que reclama un mayor énfasis en la provisión de servicios de atención personal y de prestaciones de ‘ultima red’ de acuerdo a los principios de proximidad y proporcionalidad.

[EN] Citizenship is related to a compound of practices and uses which confers the quality of active members to individuals within their political community of reference. The conceptualization and study of citizenship has mainly focussed on the functional dimension of societal life. However, citizens are also members of their spatial polities, something which is reflected in the revival of territorial identities and the growing importance of the meso-level in contemporary political life. The interaction between the local and the global, which manifest itself in both processes of supra-national Europeanization and sub-state subsidiarization, is the main analytical thrust of this article. The impacts of the so-called ‘new social risks’ in those realms closer to citizens’ lives validate the claim that provision of personal care services and ‘safety nets’ benefits’ should prioritize both principles of proximity and proportionality.
