La federalización de la España plural

Abstract

[ES] En este artículo se analiza descriptiva y normativamente el proceso de federalización de España. Se presta atención inicial al considerable peso de la historia y las interpretaciones históricas en la conformación de actitudes, ideas y percepciones sobre la unidad y pluralidad territorial de España. En la subsiguiente sección se analizan los efectos de la diversidad de las lenguas españolas, de las políticas identitarias y de las identidades duales como basamento cultural y social de la lógica federal en España. A continuación se discute acerca de las opciones de estructuración confederal o federal del Estado autonómico en la España del siglo XXI. Los comentarios finales inciden en la conveniencia de profundizar la federalización de facto, como evolución derivada de la lógica autonómica. Se trataría de proseguir, en la realidad de las cosas, la vía de acomodación e integración de la pluralidad interna de España y la consolidación de un proyecto político compartido en clave federal.

[CA] En aquest article s’analitza de manera descriptiva i normativa el procés de federalització d’Espanya. Al principi es presta atenció al considerable pes de la història i a les interpretacions històriques en la conformació d’actituds, d’idees i de percepcions sobre la unitat i la pluralitat territorial d’Espanya. En la secció subsegüent s’analitzen els efectes de la diversitat de les llengües espanyoles, de les polítiques identitàries i de les identitats duals com a base cultural i social de la lògica federal a Espanya. A continuació, es discuteix sobre les opcions d’estructuració confederal o federal de l’Estat autonòmic a l’Espanya del segle xxi. Els comentaris finals incideixen en la conveniència d’aprofundir la federalització de facto, com a evolució derivada de la lògica autonòmica. Es tractaria de prosseguir, en la realitat de les coses, la via d’acomodació i d’integració de la pluralitat interna d’Espanya i la consolidació d’un projecte polític compartit en clau federal.

[EN] This paper provides a descriptive and normative analysis of the federalization process in Spain. Initial attention is paid to the considerable weight of history and historical interpretations on the shaping of attitudes, ideas and perceptions concerning the territorial unity and plurality of Spain. The following section analyses the effects of the diversity of the Spanish languages, the identity policies and the dual identities as a cultural and social basis for the federal logic in Spain. Then there is discussion of the options of confederal or federal structuring of the Spanish “State of Autonomies” in the 21st century. The conclusions emphasize the convenience of in-depth examination of de facto federalization, as an evolution arising from the regional logic. The aim would be to continue, in the reality of matters, the path of accommodation and integration of the internal plurality of Spain and consolidation of a shared political project in federal terms.
