Abstract

[ES] En el análisis de los Estados del Bienestar contemporáneos se ha prestado una atención predominante a la acción ‘autónoma’ de la intervención de los poderes públicos para procurar protección y seguridad a los ciudadanos. La realidad anterior al desarrollo moderno del Estado del Bienestar en la cobertura de riesgos sociales auspiciada por las familias, las iglesias, las asociaciones profesionales o las comunidades locales se ha ignorado repetidamente en los análisis de las políticas sociales, buena parte de las cuales se han enmarcado ahistóricamente. Territorialidad y bienestar social han vivido, en suma, vidas separadas. La ponencia pasa revista a ambas dimensiones de estudio y a sus puntos de encuentro teóricos y conceptuales. Tras la introducción, y después de repasar el desarrollo del Estado del Bienestar como contexto de análisis, la segunda sección se ocupa de los procesos concomitantes de la descentralización, la supraestatalización y la interdependencia. La tercera sección versa sobre las políticas de reconocimiento e integración con un examen de la subsidiariedad territorial y la rendición democrática de cuentas como principios guía de la gobernanza multinivel en el caso de la Europeización. Se presta atención en la cuarta sección al agregado del bienestar (welfare mix) con sus implicaciones para la provisión de políticas, así como a la constricción investigadora que supone la pervivencia de un enfoque de ‘nacionalismo metodológico’ en el estudio comparativo de los programas sociales auspiciados o administrados por mesogobiernos y gobiernos locales.

[EN] Analyses on contemporary welfare states have paid a predominant attention to the ‘autonomous’ intervention of the public administration in order to provide protection and security to the citizenship. The historical arrangements previous to the modern development of the welfare state regarding the coverage of citizens’ social risks by families, churches, guilds of local communities have been often ignored in social policy analyses. Many of these studies have been carried out ahistorically. Territoriality and welfare have too often lived separated lives. This paper engages in a theoretical review of both dimensions including those conceptual meeting points between them. After the introductory section, and together with a review of the development of the Welfare State as context of analysis, the second section deals with the concomitant processes of decentralization, supranationalization and interdependence. The third section reflects on the politics of recognition and spatial integration with a discussion as well as a discussion of both territorial subsidiarity and democratic accountability as guiding principles of Europeanization, a case in point of multilevel governance. The fourth section pays attention to the welfare mix and its implications for policy provision. ‘Methodological nationalism’ is regarded as a research constraint regarding the study of social policies initiated and administered by mesogovernments and local authorities.
