Abstract

[ES] Este artículo analiza las primeras cinco convocatorias del Programa Torres Quevedo, que adjudicaron fondos públicos a entidades privadas entre 2002 y 2008, y determina en qué medida los nuevos empleos subvencionados por el programa para doctores y tecnólogos se consolidaron en las entidades beneficiarias. A partir de la base de datos administrativa del programa, analizamos qué características de las ayudas, los investigadores, las entidades y los proyectos aprobados estuvieron más relacionadas con la extensión de la ayuda a un año adicional en esas convocatorias. Encontramos que el instrumento contribuyó, sobre todo, a fortalecer y consolidar capacidades de I+D en empresas y (especialmente) en centros tecnológicos, pero menos a su adquisición en entidades carentes previamente de ellas.

[EN] The first five calls of the Torres Quevedo programme, subsidizing private entities with public funds between 2002 and 2008, are analysed in order to determine the extent to which the new subsidised contracts for PhDs and engineers where consolidated in the private entities receiving the grants. Using the administrative database of the programme, we analyse what factors (subsidy’s characteristics, researchers, type of organisation and projects’ nature) are significantly associated with the extension of the subsidy an additional year. We find that the instrument contributed mostly to strengthen and consolidate R&D capacities in firms and (specially) in technology centers, but less to their acquisition in organizations which previously lacked them.
