[EN] Political reforms and military pacification in Cuba: After a year of war in Cuba, the permanence of Spain in the island depended on the success of the military campaign and of the acceptance of political reforms. They were the two arguments needed to gain the benevolence of the European powers and the neutrality of the United States. A stable and fair peace had to be made. The supporters of independence had to be defeated and a response made to the just aspirations of the Cubans. In these months of 1897, negotiations were subject to military requirements. When these were subordinated to the political project the liberal party, autonomy had no time to take hoid. Four month after it was introduced the war between Spain and the United States broke outs.
[ES] Después de un año de guerra en Cuba, la permanencia de España en aquella isla dependla del éxito de la campaña militar y de la aceptación de las reformas políticas. Eran los dos argumentos para ganarse la benevolencia de las potencias europeas y la neutralidad de Estados Unidos. Había que llegar a una paz estable y equitativa. Era preciso vencer a los independentistas y dar una respuesta a las justas aspiraciones de los cubanos. A lo largo de estos meses de 1897, la negociación estuvo sometida a las exigencias militares. Cuando éstas se subordinaron al proyecto político del partido liberal, la autonomía no tuvo tiempo para implantarse.
