In the middle of the seventeenth century a crucial change took place in the decadent evolution of the Hispanic Monarchy. Due to the utmost crisis the Royal treasure was going through, some proposals were made to reform or replace some of the old fiscal mechanisms or those related to bank loan. The privileged classes' opposition to these changes obliged the Crown to go back to methods as old as detrimental: to suspend payments temporarily in order to go on running into debt at unprivileged classes' expenses.
La década de 1640 señaló una división crucial en la decadente evolución de la Monarquía Hispánica. Debido a la crisis extrema vivida entonces por la Hacienda Real, surgieron propuestas para reformar o sustituir algunos de los viejos mecanismos fiscales o relativos al préstamo bancario. La oposición de los grupos privilegiados a estos cambios obligó a la Corona a volver a prácticas tan antiguas como perjudiciales: suspender sus pagos temporalmente para continuar endeudándose a costa de los no privilegiados.
