[EN] The setting-up of a police force was justified by Carlist authorities on the ground of the king's personal security in the light of growing criticism about the handling duration of the war. Its real aim was nevertheless to thwart the propagation of liberal ideology by transferring control from 1Dcol authorities to a force to which was also given the responsibility o£ fostering Carlist ideals. Its appearance and the way it acted produced tensions mainly in relation to questions affecting the fueros.
