Un consenso estratégico : las Ordenanzas Navales de 1793

Abstract

[ES] Durante la gestión de Antonio Valdés como Secretario de Marina (1783-1795) el imperio español llegó a su máxima extensión territorial, duplican-do la existente en 1740. Este cambio gigante de escala representaba todo un reto para los reformistas ilustrados, a la hora de gestionarlo. Aunque Europa disfrutó de una década de paz, la búsqueda de la seguridad marítima imperial fue otra prioridad del gobierno de Floridablanca, como otras potencias navales. La monarquía se jugaba mucho en el plano estratégico.Ambos factores demandaban una Armada más eficiente y moderna. Se apostó, entre otras cosas, por una nueva ordenanza naval. En este trabajo presentamos la génesis de las Ordenanzas Navales de 1793, entendidas como una búsqueda de un consenso estratégico en el seno de la Armada, haciendo hincapié en dos temas que consideramos fundamentales: la conciliación de «la pluma y la espada»; y la apuesta por la meritocracia en el contexto de una sociedad estamental.

[EN] The Spanish Empire reached its maximun expansion in land and seaduring the administration of Antonio Valdés, Secretary of the Navy. Itduplicated the size it had in 1740. This change on scale was a big challengefor the Spanish Enlightened reformers. How to manage this big empire? Inother hand, in the middle of a peaceful time in the European relations, theFloridablanca’s government was searching for a better maritime imperialsecurity, as other maritime powers. Both factors demanded a modern andefficient Navy. One measure was to make a new naval ordinance. This paperexplores the genesis of the 1793 Naval Ordinances as a search for a stra-tegic consensus in the Armada itself, pointing out two main topics: theconciliation of «the Sword and the Pen» and the triumph of meritocracy inthe Spanish society of Ancient Régime.
