Frente al modelo convencional de democracia, cuyos defectos son comúnmente reconocidos, se propone un tipo nuevo de democracia, parcialmente inspirado de la helvética, que cercena el poder de los organizados y de los elegidos acrecentando el de la masa de los votantes, a trueque de imponer a éstos una estricta prohibición de la arbitrariedad del sufragio
