El poder local frente a la Guerra con Portugal. El caso de Plasencia

Abstract

En la frontera con el reino de Portugal, la ciudad de Plasencia y su Tierra sufrirán los envites iniciales de la contienda portuguesa. Hombres, armas, el temor de un ataque a la catedral, a los pósitos de trigo o las mejoras de las defensas, serán los motivos de reunión y debate continuo del regimiento de la ciudad. El Ayuntamiento de Plasencia, con su corregidor y regidores a la cabeza, rápidamente tomaron medidas para guarnecer a la ciudad de las tropas portuguesas. Mandaron revisar la muralla, contabilizar las armas, número de vecinos existentes para la defensa y manifestaron al conde-duque de Olivares su preocupación ante la falta de hombres que pudieran defenderla por los esfuerzos de servir al rey en los frentes de Portugal y Cataluña. El caos inicial en que se encontraba la Corona en 1640 era evidente y ello repercutió en las ciudades. Las consecuencias fueron que todos los recursos disponibles de los municipios quedaron al servicio de la guerra, pero también todas las decisiones políticas. Una situación económica desastrosa, falta de cosechas y merma demográfica será el resultado negativo del conflicto para Extremadura, por el lado positivo decir que Plasencia y otras ciudades, consiguieron el voto en Cortes.
