Incidencia de la PAC en las rentas de sistemas agrosilvopastorales (dehesas) de Salamanca

Abstract

Desde el Documento de reflexión de la Comisión Europea de 1985: Perspectivas de la Política Agrícola Común o "libro verde", la UE intenta un diseño de política flexible para conciliar la agricultura familiar, la salvaguardia del paisaje y el tejido rural, con una agricultura competitiva a nivel mundial. El primer intento se apoya en los estabilizados, la corresponsabilidad y la retirada de tierra: sin abandonar la política de estructuras. El escaso éxito de este intento, junto con las presiones del GATT, ha llevado a una segunda acción, aprobada en mayo de 1992, que sin abandonar los Principios Comunitarios de la PAC, pretende hacer compatibles competitividad y mundo rural. Esta nueva PAC afecta de forma directa a los sistemas agrarios de dehesa, dada su orientación productiva excedentaria (herbáceos, vacuno y ovino): por lo que se analizan las ayudas directas a la renta en cuatro dehesas de la provincia de Salamanca para el período 1990 a 1993. Se cuantifican las subvenciones de explotación y su participación en la renta y excedente neto, según la metodología SEC (Sistema Europeo de Cuentas Económicas Integradas) aplicada a CEA y CES (Cuentas Económicas de la Agricultura y Silvicultura).
