This note analyzes the evolution of the finances of the Spanish regions during the current crisis andthe final part of the preceding expansion. the exercise helps put in perspective the ongoing contro-versy about regional finances. Commentators often emphasize the steepness of recent budget cuts,ignoring the reckless explosion of expenditure during the years that preceded the onset of the crisis.When we consider the period as a whole, the process of fiscal consolidation that starts in 2010 ap-pears only as a partial correction of the excesses of previous years. © 2013, Instituto de Estudios Fiscales.
