Abstract

[ES] A consecuencia del acuerdo alcanzado entre la Fundación Rockefeller y el gobierno de España en 1922, un médico experto en salud pública, el neoyorkino Charles A. Bailey (nac. 1876), fue enviado para realizar una doble tarea: estudiar la manera de acabar con la anquilostomiasis de las minas españolas y hacer una labor de prospección, analizando la situación sanitaria para desvelar posibles futuras áreas de colaboración. En este trabajo se da cuenta del contenido del Report on Public Health in Spain, fechado en abril de 1926, informe que condensa y argumenta las recomendaciones finales de la misión de Bailey, del que, en el Apéndice Documental, se reproducen algunos fragmentos. Se subraya la distancia entre los estándares norteamericanos y los vigentes en la administración española, así como se pone de manifiesto la cercanía de los planteamientos de «ética administrativa» de la Fundación con las criticas que hacía la izquierda liberal burguesa a la administración pública española.

[EN] The collaboration agreed in between the Rockefeller Foundation and the Spanish Government started with the arrival of a New Yorker physician and public health expert, Charles A. Bailey (born in 1876). He was committed to the study of Hookworm disease in mines as well as to the survey of the general situation of health in Spain, looking to possible areas of common interest. This article reveals the broad contents of his Report on Public Health in Spain, sent out in April 1926, which argues the final recommendations of his mission. Some excerpts are reproduced in Appendix. American and Spanish current standards of health administration were set far apart, as this Report shows, but, noteworthy, there was a great closeness between the ethical basis of the Foundation's main arguments and the critical stance against public administration sustained by Spanish leftist liberals and intellectuals.
