Este trabajo estudia la evolución de las entidades locales desde 1812 a la actualidad como instrumentos de participación de los ciudadanos. Superada la fase de una concepción liberal, en la cual se fundaban exclusivamente en la libertad individual de las personas y estaban subordinadas al Estado, se ha llegado en la Constitución de 1978 a su configuración como instrumentos de participación representativa de los vecinos en la gestión de los asuntos públicos y sin subordinación al Estado. El reto actual es fomentar la participación directa bajo el paradigma de la gobernanza y con herramientas como la transparencia
This paper studies the development of local government from 1812 to present as instruments of citizen participation. From the phase of a liberal conception, which were based solely on individual freedom of people and were subordinate to the State. To the 1978 Constitution in which are configurated as instruments of representative participation of the residents in the management of public subjects affairs without subordination to the States. The challenge is to encourage direct participation under the paradigm of good governance and with tools such as transparency
