La financiación de las Áreas Comerciales Urbanas mediante un recargo en el Impuesto sobre Bienes Inmuebles

Abstract

El Informe de la Comisión de expertos para la revisión del sistema de financiación local de 26 de julio 2017 establece la posibilidad de que las Entidades Locales establezcan un recargo en el Impuesto sobre Bienes Inmuebles para financiar el funcionamiento ordinario de las denominadas Áreas Comerciales Urbanas. No obstante, la Comisión considera que previamente al diseño de su financiación es indispensable que se detalle legalmente qué ha de entenderse por Área Comercial Urbana, qué servicios puede prestar y cuál es su funcionamiento. Precisamente, esta comunicación tiene su causa en dicho Informe y su objetivo principal no es tan solo explicar la propuesta que se realiza para financiar estas Áreas, sino también exponer en qué consisten, delimitar sus funciones y especificar, por ejemplo, qué servicios pueden prestar. De manera breve, las Áreas Comerciales Urbanas, también denominadas en el informe como Áreas de Promoción de la Economía Urbana, son la adaptación del modelo internacional Business Improvement Districts a nuestra realidad comercial y económica. En concreto, se trata de una modalidad de autogestión de la economía urbana que va más allá de las formas de actuación tradicionales de las asociaciones y ejes comerciales. La finalidad principal de estas Áreas es prestar servicios adicionales o suplementarios a los ya existentes, dentro de un área delimitada del municipio, con el objetivo de potenciar la competitividad y atractivo del comercio de esa zona
