Abstract

[ES] Durante los últimos años, dentro de sectores como el nuclear, con riesgos importantes, pero con una alta orientación histórica a la seguridad, que ha llevado a situarlos en muy bajos niveles de siniestralidad, ha crecido la necesidad de buscar nuevas estrategias que nos posibiliten reducir aún más este nivel de incidencias. La filosofía Safety II entra de lleno en estas nuevas herramientas que nos permiten cambiar nuestro paradigma de aproximación a la Cultura de Seguridad y la importancia del factor humano en los incidentes. La filosofía de enfoque de seguridad Safety II, fue introducida principalmente por el profesor Erik Hollnagel aplicando principios de análisis de resiliencia en el entorno industrial a la cuestión de la accidentabilidad y desafía la tradicional visión de mejora de la siniestralidad basada en la investigación de los accidentes e incidentes (Safety I). De forma simplificada trata de desligar la mejora de la seguridad del concepto de analizar "lo que se hace mal", desplazándolo hacia identificar y extender "lo que se hace bien", tratando de enfatizar y asegurar al máximo las buenas prácticas, considerando que cuanto más se extiendan estas formas de trabajar seguras que ya existen en la organización, más limitado quedara el área de trabajo no seguro que son los momentos en los cuales se producen los incidentes y accidentes. En este trabajo se diseña una metodología para la implantación practica de esta filosofía y se presenta el análisis y resultados de las primeras experiencias de implantación el Sector nuclear en España

[EN] In recent years, within sectors such as nuclear, with significant risks, but with a high historical focus on safety, which has led to very low accident rates, the need has grown to seek new strategies that enable us to reduce even more this level of incidents. The Safety II philosophy enters fully into these new tools that allow us to change our paradigm of approach to Safety Culture and the importance of the human factor in incidents.The Safety II approach to safety philosophy was introduced mainly by Professor Erik Hollnagel applying principles of resilience analysis in the industrial environment to the issue of accident rates and challenges the traditional view of improving accident rates based on accident research. and incidents (Safety I). In a simplified way, it tries to separate the improvement of security from the concept of analyzing "what is done wrong", moving it towards identifying and extending "what is done well", trying to emphasize and ensure good practices as much as possible, considering that The more these safe ways of working that already exist in the organization are extended, the more limited the unsafe work area will be, which are the moments in which incidents and accidents occur. In this work, a methodology is designed for the practical implementation of this philosophy and the analysis and results of the first implementation experiences in the nuclear sector in Spain are presented.
