¿Terrorismo amnistiable?

Abstract

¿Son delitos de terrorismo las protestas convocadas por Tsunami Democràtic? ¿Es el terrorismo un delito amnistiable? ¿Puede distinguirse entre delitos de terrorismo que violen gravemente los derechos humanos y delitos de terrorismo que no causan ese efecto? Todas estas cuestiones han sido generadas por la Proposición de Ley Orgánica de amnistía para la normalización institucional, política y social en Cataluña, y a su análisis se dedica el presente trabajo.

Are the protests called by Tsunami Democràtic crimes of terrorism? Is terrorism an amnestiable crime? Can a distinction be made between crimes of terrorism that seriously violate human rights and crimes of terrorism that do not cause this effect? All these questions have been generated by the Proposed Organic Amnesty Law for institutional, political and social normalization in Catalonia, and this paper is dedicated to their analysis.
