In October 2015 the Spanish state approved two very important regulations that affect the change in the provision of public services and the functionality of the Spanish public administration (AAPP). Law 39/2015, which deals with the common administrative procedure and Law 40/2015, which deals with the legal regime of the public sector. These two laws are the foundations of today's digital operation and provide a boost to the digitisation of public administrations, which is further developed in point 4.1 below . These regulations oblige public administrations to relate to and communicate with citizens and businesses telematically, i.e. online. For this reason, in this paper we will focus on analysing the degree of compliance that public administrations have in carrying out all their functions, communications, notifications, etc. with citizens and businesses electronically. We are going to focus on the analysis of the public administrations of the Valencian Community and to do so, we will carry out several analyses, but mainly, we will carry out the investigation of 90 towns of the Valencian Community to deepen in their electronic headquarters and to be able to evaluate the correct functionality and operability that they offer. To start with the study, first of all, we will make a definition of the term e-Administration and we will explain what benefits they bring us in our daily life. Then we will talk about the legal regulations that govern these e-Administrations both at a state and regional level, focusing, as we said before, on the Valencian Community. Secondly, we will carry out a brief analysis of how the e-Administrations of Spain are internationally compared to the other countries of the European Union, in order to carry out a macro analysis of these compared to the rest. Then, once this macro analysis has been carried out, we will focus on Spain and we will analyse the public administrations of all the Communities, focusing on the degree of compliance with Laws 39 and 40/2015 approved by the Spanish Parliament. Subsequently, we will analyze the three councils of the Valencian Community (Castellón, Valencia and Alicante). And to finish our work, making an analysis of the electronic administrations with the qualitative investigation of the electronic headquarters of several towns of the Valencian Community. We will compare the total number of procedures offered by the electronic offices of the villages selected by the method of chance, with the degree of telematic procedures offered only electronically. Finally, we will make a joint conclusion of all the analyses made, but especially of the electronic administrations of the Valencian Community. And to finish we will make the Point of Improvement, where we will expose our changes of improvement that must make the Community Valencia so that the electronic Administrations fulfill the effective laws of nowadays that regulate them.
