Abstract

El trabajo final de grado desarrollado hace una visión de las actuales competencias de la administración local, en especial, a las competencias que asumen los entes locales en materias relacionadas con el tráfico y la importancia de las administraciones en materia de políticas medioambientales, en especial las relacionadas con los planes de movilidad urbana sostenible. Las circunstancias que me han planteado a desarrollar en especial las competencias en materia de tráfico y la creación por parte de los municipios o entes locales de los diferentes planes de movilidad sostenible, es la necesaria a la adaptación, no solo de las entidades, sino de la masa social de medidas tendentes a mejorar la calidad ambiental a través de programas de sostenibilidad. El tráfico, en este sentido, y sobre todo en grandes ciudades, ha sido y seguirá siendo un problema que contribuirá a empobrecer la calidad de vida de los habitantes del planeta, no sólo por la contaminación que genera, también por la sedentariedad en los transportes de las personas e incluso la incidencia en cuanto a los accidentes de tráfico y en esta materia las administraciones locales y las relaciones de éstas con otras instituciones o administraciones facilitarán la mejora del entorno medioambiental. Si por el contrario, las Administraciones no se adaptan o toman medidas adecuadas para mantener la calidad medioambiental poco a poco contribuiremos a la destrucción del medio. Es este el motivo de la breve exposición de la importancia administrativa de los municipios a la hora de contribuir para la mejora de estos factores. Es cierto, que son medidas que a pesar de que en otras ciudades europeas ya se desarrollaron a mediados de los años 80 España requiere de una adaptación rápida y progresiva, y las instituciones europeas son el marco idóneo para la consecución de unos fines comunes, que son la mejora de la calidad de vida de los ciudadanos y consecuentemente la mejora también de las condiciones climáticas y medioambientales.

The final degree project, which is developed below, gives an overview of the current competences of the local administration, more specifically to the competences assumed by the local authorities in matters of Traffic and the importance of the administrations in environmental policies, mainly those related to sustainable urban mobility plans. The reason or circumstances that have put this point to me on competences development particularly in terms of traffic and the creation of the different sustainable mobility plans by municipalities or local authorities, is the need to adapt measures aimed at improving environmental quality through sustainable programmes to both entities and social mass. In this sense, traffic, especially in large cities, has been and will continue to be a problem that will help to impoverish the quality of life for the planet's inhabitants, not just because of the pollution it generates, but also because of the sedentary nature of people's transport and even the incidence of traffic accidents. In this respect, local authorities and their relations with other institutions or administrations will provide the improvement of the environment. On the other hand, if the administrations do not adapt or take suitable measures to maintain environmental quality, we will gradually contribute to the destruction of the environment. This is the reason for the brief overview about the local administration importance to improve all of these factors. It is true that these are measures that, despite the fact that other European cities have already developed in the mid-80s, Spain needs to adapt quickly and progressively, and the European institutions are the ideal framework for achieving common goals, which could improve the quality of life of citizens and consequently also the climatic and environmental conditions.
