Si l Union Européenne veut devenir un acteur autonome et important dans l environnement international, ses dirigeants doivent identifier quels sont les objectifs de la Politique de Sécurité et Défense Commune et lui fournir, en conséquence, des capacités souhaitables. Cependant, il y a beaucoup des facteurs qui empêchent la construction d une action extérieure européenne cohérente et aussi capable d affronter les défis actuels.

If the European Union wants to become an autonomous and important player in the international environment, its leaders need to identify the objectives of the Common Security and Defence Policy and, accordingly, essential capabilities should be provided. Nevertheless, many factors prevent the construction of a coherent and capable European external action to meet the current challenges.
