El medio físico en el pensamiento agrario español: del arbitrismo al regeneracionismo.

Abstract

El objetivo de este trabajo es analizar la escasa atención prestada al medio físico en las reflexiones económicas sobre la agricultura española, desde el arbitrismo del siglo XVII hasta el regeneracionismo de finales del siglo XIX y comienzos del XX. La fuerte influencia de la tradición del «Laudes Hispaniae» en el arbitrismo dio paso a un periodo ilustrado en el que, si bien se tenían en cuenta los obstáculos al desarrollo agrario derivados de la naturaleza, éstos tenían un carácter casi testimonial respecto a los relacionados con las leyes y los malos usos agronómicos. Finalmente, en el siglo XIX los economistas pasaron a centrarse exclusivamente en cuestiones de carácter institucional. Sólo desde mediados de siglo, y especialmente con la llegada del regeneracionismo, algunos técnicos (agrónomos, ingenieros de montes, geógrafos, etc.) empezaron a tomar en consideración las importantes restricciones que la naturaleza de la península ibérica imponía a la práctica agrícola.

The aim of this article is to analyze the little attention paid to the physical environment in the economic reflections on Spanish agriculture, from the «arbitrism» of the 17th Century to the «regenerationism» at the end of the 19th Century and the early 20th Century. First, «arbitrism» was highly influenced by the tradition of the Laudes Hispaniae. Next, during the period of the Enlightenment, natural obstacles to agricultural development began to be considered, but almost in a purely nominal way compared to those related to law and agronomical malpractice. Finally, in the 19th Century economists focused exclusively on institutional aspects. Only from the mid century, and particularly with the arrival of the Regenerationism, some technicians (agronomists, forest engineers, geographers, and so on) began to take into account the important restrictions that Iberian nature imposed on agricultural activity.
