Abstract

La Ley de transparencia, acceso a la información pública y buen gobierno en España es una realidad. Si bien su entrada en vigor, en lo que atañe a transparencia y acceso a la información pública, contempla una carencia de uno a dos años, las organizaciones afectadas deben prepararse para cumplir con sus requerimientos. Mediante este trabajo se pretende repasar el estado de la cuestión respecto a las implicaciones de esta ley en la gestión de la información en las organizaciones externas a la Administración Pública y proponer un modelo de apertura de datos que sirva de guía en su adaptación e integración.

ABSTRACT: The Transparency Act, public access to information (1) and good government is a reality in Spain. While its entry into force, in relation to transparency and ac- cess to public information, contemplates a lack of one to two years, the organizations concerned should be prepared to meet its requirements. The purpose of this paper is to present the state of the question re- garding the implications of the Transparency Act in information management on organizations outside the Public Administration and proposes an opening data model as a guide for its adaptation and integration.
