¿Crea empleo la política de empleo?

Abstract

Después de un breve examen de la evolución del mercado de trabajo español y de las políticas instrumentadas a lo largo de los dos últimos decenios, se realiza una síntesis de los diferentes fundamentos teóricos de las medidas que tratan de corregir los desequilibrios entre demanda y oferta de trabajo. Fundamentos que, al arrojar luz sobre la experiencia española, permiten extraer una serie de conclusiones sobre las políticas de empleo, cuyo núcleo esencial consiste en que el pleno empleo sigue siendo un objetivo socialmente alcanzable si se despliega una política activa a escala europea que, fundamentándose en los terrenos industrial, tecnológico y educativo, sea susceptible de articularse territorial y sectorialmente con una amplia participación de los agentes e instituciones implicados.
