Autonomia da escola

Abstract

School autonomy is an assumption of the regulatory role of the state in the field of Education. In the Portuguese case, it is highly constrained by the fact that it is an organizational unit of the central public administration. This study identifies dimensions of regulation and steps and entities that, in a democratic State, are involved in this process. It also analyses the Portuguese legislative corpus on the organization and management of the educational system and schools, aiming at a comprehensive and interpretive view of changes in policies related to primary and secondary school autonomy in Portugal. Besides, it identifies the democratic foundations of public-school autonomy, it distinguishes the main areas in which this “national policy” has been taking shape and indicates an intervention model that balances between autonomy and heteronomy.

A autonomia da escola é pressuposta pelo papel regulador do Estado na área da Educação. No caso português, ela é altamente condicionada pela sua condição de unidade organizativa da administração pública central. Este estudo identifica dimensões da regulação e passos e entidades que, num Estado democrático, se envolvem nesse processo e procede à análise do corpus legislativo português sobre a organização e gestão do sistema educativo e das escolas com vista a uma visão compreensiva e interpretativa sobre as mudanças políticas relativas à autonomia da escola básica e secundária em Portugal. Identifica os fundamentos democráticos da autonomia da escola pública, distingue as principais áreas em que esta “política nacional” foi ganhando corpo e assinala um modelo de intervenção que assume uma orientação ora mais de autonomia ora mais de heteronomia.
