Megaeventos esportivos no Brasil : entre o soft power e a cultura política

Abstract

Deportes y mega-eventos deportivos se han convertido en recursos, especialmente desde el siglo XX, para construir imágenes positivas de los estados en el sistema internacional, en un ejercicio de poder blando. También son oportunidades para buscar o fortalecer poder a nivel doméstico, en un juego de dos niveles. Este artículo discute la Copa del Mundo de 2014 y los Juegos Olímpicos de 2016 en Brasil. En la revisión de la literatura, caracterizamos sus usos como recursos de poder blando. Con datos de encuestas de opinión y demográficas (Datafolha e IBGE) y de cultura política (World Values Survey) evaluamos si había apoyo a nivel interno para las decisiones de política exterior. Concluimos que una cultura política de baja confianza en las instituciones internas y crisis desgastaran los esfuerzos en poder blando.

Sports and sports mega-events have become resources for constructing positive images of states in the international system in a soft power exercise, notably since the Twentieth century. They are also opportunities to seek and strengthen power at the domestic level, in a two-level game. This article discusses the 2014 World Cup and the 2016 Olympic Games in Brazil. The literature review characterizes their uses as soft power resources. We also analysed opinion and demographic surveys (Datafolha and IBGE) and the World Values Survey data in order to understand whether there was any support for the foreign policy decisions at the internal level. We concluded that a political culture of low confidence in institutions and following economic and political crises eroded the efforts employed in the soft power arenas.

Esportes e megaeventos esportivos tornaram-se recursos, principalmente a partir do Século XX, para construir imagens positivas dos Estados no sistema internacional, em um exercício de soft power. São também oportunidades de buscar ou reforçar poder no nível doméstico, em um jogo de dois níveis. Este artigo discute a Copa do Mundo de Futebol de 2014 e os Jogos Olímpicos de 2016 no Brasil. Na revisão de literatura, caracterizamos seus usos como recursos de soft power. Com dados de pesquisas de opinião e demográficas (Datafolha e IBGE) e de cultura política (World Values Survey) avaliamos se houve apoio no nível interno à decisão de política externa. Concluímos que uma cultura política de baixa confiança nas instituições e crises internas corroeram os esforços empregados nas arenas do soft power.
