Focusing on data about t he condition of hospital technical services in Brazil, the article founds the responsability of the Nursing Services both upon its goal of mother-child assistance and upon the basic concepts which should shape the philosophy to be implanted. At the same time, it lays the basis for the planning and organizing of assistance to the newborn on the ascertainment of the objectives to reach. Through a specification of steps it gives priority to: 1) Integral assistance to the newborn. 2) Parents education. 3) Professional formation. 4) Research development. 5) Preparation of institutional models.
Enfocando dados sobre a situação dos serviços técnicos hospitalares no Brasil, o artigo fundamenta a responsabilidade da enfermagem nos objetivos da assistência materno-infantil e nos pressupostos básicos que serviriam para delinear a filosofia que deseja implantar. Fundamenta, também, o planejamento e a organização da assistência neonatal na determinação dos objetivos que se pretende alcançar. Através de um detalhamento coloca como sendo prioritários: 1) Assistência integral ao recém-nascido; 2) educação dos pais; 3) formação de profissionais; 4) realização de pesquisas; 5) preparo de modelos institucionais.
