Avaliação institucional participativa e a universidade socialmente empreendedora

Abstract

Este artigo discute a questão dos processos de redesenho das universidades após reformas e avaliações dos anos 1990 e o advento da Universidade Liberal Híbrida e da Universidade Global, ambos modelos concernentes ao pensamento hegemônico global. Ao constatar a presença destes novos desenhos de universidade, levanto dúvidas sobre a compreensão que temos sobre a força do pensamento hegemônico, dominante; sobre o aprisionamento de sentidos, um modo também único de ver as reformas da universidade que obscurece ou descredencia desenhos alternativos, inclusive de avaliação. Discuto esta possibilidade com uma incursão breve sobre as idéias de B. Santos, Laclau e Mouffe, dentre outros autores. Com base em casos estudados, proponho as condições para uma Avaliação Institucional Participativa (AIP) que funcione como um campo de projetos de democracia forte para a construção de uma Universidade Socialmente Empreendedora.

This article deals with the question of the redesign of universities due to 1990'reforms and the rise of the Liberal Hybrid University and of the Global University, both concerned to global hegemonic thought. I ask about the comprehension of the hegemony concept, if it does not make a meaning imprisonment, a way of seeing evaluations and university reforms that smokes and disaccredits new evaluation alternatives. I discuss this possibility with a brief incursion over B. Santos and Laclau and Mouffe ideas. Taking studied evaluation cases, I state the conditions for an Institutional Participative Evaluation as a field of strong democracy projects aiming to constitute a Social Entrepreneurial University.
