Com este trabalho procuramos compreender o impacto da política comum de segurança e defesa como um instrumento para a estabilidade e paz internacional e testá-lo-emos através de um estudo de caso com a EUTM RCA. Para isso dividiremos a dissertação em três partes, a grosso modo: uma primeira parte interpretativa sobre o poder da UE que nos proporcionará uma base teórica para a sua compreensão e aprofundamento da PCSD; uma segunda parte empírica com um estudo de caso que nos permitirá avaliar a ação da UE (EUTM RCA); por fim dedicamo-nos à partilha das conclusões nas quais apresentaremos potencialidades e limitações na ação. Partimos assim de uma visão interna, dos instrumentos, órgãos e atores existentes na UE, para depois partirmos à ação propriamente dita da UE na cena internacional, procurando responder às nossas perguntas de partida: qual é a relevância e objetivos da UE como ator humanista no mundo? De que forma contribuem as EUTM’s para a ação externa da UE? ABSTRACT: With this paper we seek to understand the impact of the CSDP as an instrument for stability and international peace and we will test it through a case study with the EUTM CAR - For this, we will roughly divide the dissertation into three parts: a first interpretative part on the power of the EU that will provide us with a theoretical basis for understanding and deepening the CSDP; a second empirical part with a case study that will allow us to assess the action of the EU (EUTM CAR); finally, we dedicate ourselves to sharing the conclusions in which we will present potentials and limits in action. Thus, we start from an internal vision, of the instruments, organs and actors existing within the EU, and then move on to the EU action itself on the international scene, seeking to answer our starting questions: What is the relevance and objectives of the EU as a humanist actor in the world? How EUTM's contribute to the EU's external action?
