As also indicated in last year 's Report, there were then 105 people with challenging behaviour in our care. I pointed out forcefully that the facilities and services available for this group of clients were totally inadequate and a cause of very serious concern to us. As a result of these ongoing concerns COPE Foundation submitted detailed proposals to the Southern Health Board for the development of services for persons with mental handicap presenting with major challenging behaviour.
