Integración económica y apertura comercial en Centroamérica

Abstract

Al amparo del proceso de integración económica reactivado en la pasada década de los noventa, Centroamérica optó por el regionalismo abierto como estrategia de desarrollo económico y social. Junto a la apertura comercial, la promoción de las exportaciones y la adopción de políticas de ajuste y reforma estructural, esta estrategia fue determinante para el diseño y ejecución de las políticas económicas que pretendían sacar a la región de la espiral de vulnerabilidad social y dependencia económica en la que se encontraba. El presente libro se plantea como pregunta central si, transcurridas dos décadas, ha sido realmente efectiva la opción del regionalismo abierto para la región. Para responderla, se analiza la racionalidad del marco institucional de la integración, así como los condicionantes estructurales y el desempeño exterior de las economías centroamericanas. Como conclusión, se apuntan las razones que han llevado al proceso de integración regional a un claro estado de crisis orgánica, puesto que no existe correspondencia entre los objetivos de desarrollo planteados y los resultados obtenidos.
