España en las urnas : una historia electoral (1810-2015)

Abstract

El sistema representativo y el ejercicio del voto han supuesto una auténtica revolución en la España contemporánea. Sin embargo, desde los inicios del constitucionalismo hasta la democracia actual, la normativa y la práctica electorales han sido continuamente impugnadas. Si en el siglo XIX las denuncias se centraban en el caciquismo y el fraude, hoy el sistema electoral está en el centro de la polémica, al atribuírsele las victorias de UCD en la transición y el predominio del PSOE y el PP. Pero la historia electoral de España es mucho más rica y compleja. Más allá de los vicios, los españoles fueron pioneros en la introducción de aspectos hoy inseparables de la democracia, como el abandono de la división estamental, la adopción del voto secreto, igual y directo, el registro censal o el diseño racional de las circunscripciones electorales. Aparte, las reglas electorales actuales no son ajenas a una serie de disfunciones históricas que podían haber frustrado la transición a la democracia. ¿Fueron el falseamiento electoral y el caciquismo una constante de las elecciones del XIX? ¿A quién beneficia y a quién perjudica la ley electoral vigente? ¿Conviene o no cambiarla? Estas son algunas de las preguntas que encuentran respuesta en la historia electoral española.
