Amenazas para la seguridad europea: Marco teórico y conceptual

Abstract

La ampliación de la Unión Europea el 1 de mayo de 2004 con la adhesión de diez nuevos países2 ha resultado de una especial trascendencia por el respaldo que supone al proyecto de construcción europeo iniciado en el año 1957 con el Tratado de Roma. Esta apertura política, económica y cultural enriquecerá sin duda alguna al conjunto de la Unión. Sin embargo, es necesario apuntar que también esta apertura pondrá a prueba su capacidad para superar las debilidades. Del conjunto de los aspectos negativos, nos centraremos tan sólo en aquéllos que creemos ponen en peligro la seguridad del ciudadano, de cada uno de los Estados miembros, y del conjunto global de la Unión. El propósito de nuestro estudio es presentar alguno de los fenómenos de la realidad internacional que amenazan a la seguridad europea y explicar los elementos que conforman ese concepto de seguridad, aplicándolo a la situación actual de Europa.
