Sistema de Apoyo a la Elaboración de Presupuestos Participativos

Abstract

En esta tesis presentamos un sistema de participación aplicado al apoyo a la elaboración de presupuestos participativos, basado en una metodología desarrollada a partir de las propuestas por Ríos y Ríos Insua (2010) y la experiencia de más de quince años del Gobierno Provincial de Tungurahua. Además, las metodologías de flujos de trabajo han permitido realizar una propuesta metodológica que permite la implementación dinámica de procesos participativos basados en tareas. Este esquema ha demostrado ser muy flexible y se adapta a diversos tipos de procesos en el área de participación ciudadana. El sistema resultante llamado AYNIKUY, que en quechua significa Participación, se implementa con la visión de usar la tecnología de servicios web a través de Internet, de forma tal que pueda, si es necesario, usar elementos que se desarrollen en diferentes partes del mundo. Las pruebas realizadas al sistema fueron hechas en parroquias rurales de la provincia de Tungurahua, con alrededor de 40 proyectos ingresados al sistema y aproximadamente 60 usuarios, quienes luego de los procesos de discusión y votación valoraron en distintos aspectos al sistema. Los resultados son alentadores, ya que se percibe una amplia aceptación de AYNIKUY y se espera que su uso se realice en nuevos eventos formales de selección de proyectos en presupuestos participativos.
